Hongqiao Development Zone to Embrace New Progress

[Three functional zones to have new focuses]

 

The Eastern Zone: represented by Zhongshan Park business district, it’s focused on the protection and renewal of historical and cultural areas like Yuyuan Road, Xinhua Road and Hengfu Area, and for the building of Hongqiao Fashion and Creative Industries Cluster Zone, it shall also strive to improve the eco-environment in long-standing areas.

 

The Central Zone: represented by Hongqiao Economic Development Area, it shall emphasize the rebuilding and upgrade of commercial housing in stock and transform non-separate flats and old residential areas in Tianshan Area; also an international dance and performance cluster zone will be built up in Hongqiao Area to bring about quality cultural products.

  

The Western Zone: during the following five years, focus will be on the development and building of Hongqiao Linkong Economic Zone and the Eastern Zone of Hongqiao Airport, and micro-renewal will be conducted as to old residential areas surrounding the Western Zone by building up a slow traffic system on the Outer Ring Road, in Linkong Area and along Suzhou River.

 

Overall Plan of Urban Renewal in Changning District (2017-2021) was officially released yesterday morning. In the next five years, Changning will focus on building livable communities, remoulding business areas and enhancing historical landscape areas, with developing urban low-carbon environment and utilizing underground space included in the plan at the same time. It should be noted that Hongqiao Development Zone, after growing for more than three decades, will make more efficient use of commercial housing in stock to revitalize Shanghai’s first state-level development zone through secondary development.

 

New focuses set respectively for three functional zones

 

Changning was Shanghai’s first district completing requisition of houses in very old neighborhoods. Therefore, when developable resources become insufficient in the city, ways of utilizing public space in stock at multiple dimensions become the emphasis of Changning’s new urban renewal plan.

 

Based on the features of the district and requirements about central activity areas like Zhongshan Park and Hongqiao Development Zone specified in “Shanghai City Master Plan (2016-2040) (to be examined)”, Changning was divided into eastern, central and western functional zones geographically by the Inner Ring Road and the Middle Ring Road.

 

In the recent urban renewal plan, the Eastern Zone represented by Zhongshan Park Business District focuses on the protection and renewal of historical and cultural areas like Yuyuan Road, Xinhua Road and Hengfu Area, and for the building of Hongqiao Fashion and Creative Industries Cluster Zone, it shall also strive to improve the eco-environment in long-standing areas.

Hongqiao Development Zone focuses on transforming buildings in stock

 

According to Guo Hai, Head of Changning Planning and Land Management Bureau, the new edition of urban renewal plan mainly manifests three factors, namely, function upgrade, benefits for people and environment improvement. In recent years, with leaping development of modern service industry in Changning, the three pillar industries in Changning’s 13th Five-year Plan, namely, Internet Plus Consumer Services, Aviation Services and Fashion and Creative Industries, will need strong urban supports, and it’s very important for the development of modern service industry in both Changning and Shanghai to well meet the demands at all levels, especially for the development of hi-end service industry.

 

During the next five years, Changning will also update commercial facilities of low efficiency and poor environment to enhance their functions and add supporting facilities for public benefit, as well as rebuild appropriate buildings into talents’ apartments, making communities that integrate business, residence and office. Meanwhile, more public space shall be sought, low-carbon and energy-saving transformation shall be made and development of underground space shall be promoted. All these will be mainly about commercial housing in stock between West Yan’an Road and Hongqiao Road.

 

Since Hongqiao Development Zone has been shaped and buildings in it are not for dismantling and rebuilding, the key to its upgrade should be enhancing functions. Therefore, Changning District will gradually develop connections among buildings, plots, subway stations and viaducts based on the functional demands of different zones, aiming to achieve precise and fast overground traffic dispersion and build up a comfortable and convenient three-dimensional pedestrian system between business districts.

 

Slow traffic system for a slower city

 

Another highlight in this urban renewal plan is that Changning will create a slow traffic system network. Along Suzhou River and in Linkong Area, Changning will build up urban greenways for walking, long-distance running, bicycling and sightseeing.

 

Along Suzhou River, a riverside hiking trail will be built for a riverside slow traffic system; at the sections of historical landscapes like Yuyuan Road, Xinhua Road and Wuyi Road, public passages in neighborhoods shall be interconnected through rebuilding to link up historic architectures with public open space and smoothen urban traffic channels, thus forming a slow traffic area of a reasonable size and cultural profundity.

 

Unlike the small yet delicate slow traffic system in the central city, the greenway on the Outer Ring Road forest belt in Changning Section places emphasis on a 100-meter-long forest belt in airport nursery on the west side of Suzhou River-Huqingping Road. The greenway measures 5.5 kilometers in length and about 492,800 square meters in area. The rebuilt greenway will achieve landscapes from all perspectives in all seasons. Besides, combining greenway with slow traffic system, Changning will add functions of hiking, running, bicycling and sports events to the design as important components of Linkong slow traffic system, thus further promoting environment-friendly ways of traffic.

 

The building of greenway on the Outer Ring Road shall be divided into two phases. Phase-1 ranges from Suzhou River-Beidi Road on the west side of the Outer Ring Road, measuring about 180,500 square meters in area; Phase-2 is located in airport nursery on the west side of Beidi Road-Huqingping Road. So far preliminary design of Phase-1 has been finished and the construction is bound to start in May and finish in late October; Phase-2 is planned to start construction within the year and complete next year.
