Foreigner’s Work Permit in China Issued in Changning

“I’ve never imagined I can get the work permit so soon.” Indian employee Vinayak Talekar of a Shanghai-based engineering technology consultancy obtained his Foreigner’s Work Permit in Chinafrom Shanghai Hongqiao Overseas Talents One-stop Service Center, which can now be issued by Changning Administration of Foreign Experts Affairs.

 

With the support of Shanghai Administration of Foreign Experts Affairs, the authority of issuing work permits to foreigners working in the administrative region of Changning District was delegated to Changning Administration of Foreign Experts Affairs this May. It’s the first time that the authority was delegated to a district-level administration. After more than one months of trial, the administration has issued 10 such permits.

 

Located in the Greater Hongqiao Area, Changning Linkong Park gathers Unilever, Bosch, Ctrip,ChinaEastern Airlines, China Southern Airlines and Spring Airlines and has become a hot spot of innovation and startup for domestic and overseas talents. In March 2016, Shanghai Hongqiao Overseas Talents One-stop Service Center was founded in Changning to provide one-stop service of employment permits for foreigners and Taiwan, HK and Macau residents, Foreign Expert Certificate, Overseas Talent’s Residence Certificate and Overseas Talent’s Residence Permit, thus greatly facilitating the work of enterprises and foreigners in the district. Last year, its business volume for overseas talents service reached 26,000 person-times, including 7,563 person-times for employment permits of foreigners and Taiwan, HK and Macau residents.

 

In September 2016, the Administration of Foreign Experts Affairs was established in Changning District, mainly providing services for Foreign Expert’s Work Permit in Chinaand overseas talents. Changning Administration of Foreign Experts Affairs put down a workbook and operation guide for issuing work permits to foreigners in China, which reduced application documents, streamlined examination procedures and standardized the requirements for application, in the hope of establishing efficient and reasonable classified standards for foreigners working in China that can well reflect the market demand. A work pattern featuring “application by one code, acceptance by one window, transaction by one network and management by one number” has been adopted. As for supervision, Changning Administration of Foreign Experts Affairs will collaborate with relevant functional departments to enhance the building of integrity systems of government affairs, business affairs and individuals in the field of foreigner’s employment in China.

 

In December last year, to attract more overseas talents for innovation and startup in China, Shanghai launched the trial system of Foreigner’s Work Permit in China, thus integrating formerly two separated certificates, namely, Foreign Expert Certificate and Foreigner’s Employment Permit. As one of the experimental spots in Shanghai, Changning launched the service in Shanghai Hongqiao Overseas Talents One-stop Service Center, ensuring foreign-oriented enterprises in Changning great convenience. It’s reported that since the implementation of Foreigner’s Work Permit in China System, Shanghai Hongqiao Overseas Talents One-stop Service Center has received more than 2,000 employers for on-site consultation and 770 units registering and passing examination, including world renowned companies like China Eastern Airlines, Ctrip, Michelin and Omron. Up to 1,705 person-times went through online preliminary review and 508 have passed it; up to 587 person-times were received at the window, with 436 passing the examination; Foreigner’s Work Permit in Chinahas been issued to 135 employees (including 126 passed through Shanghai Administration of Foreign Experts Affairs and 9 through Changning Administration of Foreign Experts Affairs).

 

It’s learnt from the ceremony of issuing Foreigner’s Work Permit in China of Changning District that Changning Administration of Foreign Experts Affairs will further integrate service resources to optimize approval process, enhance policy support, strengthen credit management and put down service lists, thus providing all-round services for overseas talents in the aspects of innovation and startup, housing, medical care, children’s schooling and project contracting. To standardize examination, to better service and to strengthen supervision, Changning Administration of Foreign Experts Affairs is endeavoring to create a mechanism that integrates examination, service and supervision so that foreigners with intent to realize their dream in Shanghai can enjoy all convenience in both their daily life and work.
