“Talent Dream Team”: New Approach to Shanghai’s Innovation Mechanism

The year-long grand research on the construction of a new business-friendly highland in Shanghai has also given a shot in the arm for the construction of a talent highland in the city.


Institutional breakthroughs in seven aspects were made in March at a municipal talent work conference in line with “Action Plan of Shanghai for Accelerating the Implementation of the High-end Talent Project”. Wide attention was accordingly given to the relevant policies such as “customized policy and one policy for each talent” and “implementing full authority mechanism of high-end talents”.


Government departments in Shanghai have innovated the systems and mechanisms for introducing and serving China’s urgently-needed high-end talents including science personnel and overseas brains. Due priority has gone to talent policy promotion, higher degree of policy transparency and precision, quicker implementation of policy for desired effect.


High-end Talent Project


At the talent work conference, Li Qiang, Chief of Shanghai Municipal Party Committee, emphasized that for implementing the high-end talent project, the government should build a “talent dream team” by making bold and resolute reforms on the talent policy and producing a “magnet effect” for global high-end talents.


On September 26, 2017, the Chinese Academy of Sciences and Shanghai Municipal Government jointly established the Zhangjiang Lab. Currently, in its actual operation, the Zhangjiang Lab is exploring an operational mode as a national lab and the management system and operation mechanism for attracting and retaining world-class high-tech talents.


In an interview with our staff reporter, Tan Ruicong, Chief of the Base Construction Division of Shanghai Science Commission, said that in terms of employment mechanism, the Zhangjiang Lab will adopt a new mechanism for the benefit of talent introduction and exchange. “A special  employment contract system has been adopted for floating personnel. In other words, we’ll join hands with universities and research institutes for employing leading talents in frontier domains (double employment mechanism) for the complementation of talents and a free flow of talents between universities and research institutes. This mechanism has effectively guaranteed the flexible flow of research personnel in the lab.”


The Zhangjiang Laboratory still finds itself a certain distance away from the world-class science park in the planning, layout and environment in the vicinity of the Laboratory, as well as the innovative atmosphere and supporting facilities for daily life.


Tan Ruicong said that the next step is to optimize the operation system and mechanism for the lab for a good environment of innovation and entrepreneurship for talents. For example, the living environment, scientific research environment and ecological environment in Zhangjiang Lab call for improvement. Meanwhile, problems related to supporting services for research teams, such as apartment, children’s education, healthcare, entry and exit, are yet to be solved.


Changning District is home to many expats and foreign-related institutions. Currently, of all Changning District dwellers, 10.29% are expats, accounting for 18.85% of the total number of expats in Shanghai.


In terms of service for overseas talents, Changning District established the Shanghai Hongqiao One-Stop Service Center of Overseas Talents in Linkong Business Park, Hongqiao, Shanghai. In the application hall of entry and exit documents, there are special service windows for urgently-needed overseas talents. The Service Center makes great efforts to enhance its service standard for foreign talents for a more business-friendly climate in the district.


As the only one of its kind, Shanghai Hongqiao One-Stop Service Center of Overseas integrates functions of several government departments, including public security, human resource and social security and foreign experts’ bureau. The Service Center does all it can to make things easier for foreign-related enterprises and expats to apply for documents. Since this year, the Service Center has handled 3,444 visas and residence permits for foreigners, accounting for around 60% of the total amount of visas and residence permits for foreigners in Changning.


Cai Xin, Director of the Entry and Exit Administration Office of Shanghai Public Security Bureau (Changning Branch Office), told CBN’s reporter that in the past, expats were supposed to go to the service center of the human resources and social security administration in Linkong Business Park for applying work permit, and then, apply employment visa in the entry and exit office of the public security bureau. In most cases, 12 working days were needed for a visa or work permit. “Now it still takes 12 working days to get a visa or work permit, but the applicants can apply these two documents in the same place. Next, we will try to shorten the time for document processing. Expats could get the work permit and visa within 7 working days.” Changning Branch Office of Shanghai Public Security Bureau strives to realize its promise of “one visit and for all”, i.e., to ensure applicants to get all the required documents once and for all on a single visit only. Thanks to the upgraded online reservation service for document application, applicants can make reservation online with the help of the staff members in the document application hall. The entire process of application, including “printing of application form, picture pickup, service acceptance and payment”, could be completed within 30 minutes.


Currently, more than 50% of applications for entry and exit documents were received online by the entry and exit office of Changning Branch Office. Changning Branch Office also offers a green channel for foreign-related institutions and enterprises with more than 10 applicants for entry and exit documents. In addition, special windows have been set up for processing document applications, with higher working efficiency accordingly.


Promotion of Talent Policy


According to the “Talent Gathering Program of Entry and Exit in Shanghai (2017 - 2021)” approved at the beginning of this year by the Ministry of Public Security in a bid to promote the construction for a peak of high-end talents in Shanghai, the Ministry of Public Security will choose Shanghai as experimental pilot city for several entry and exit policies and focus on attracting China’s urgently-needed high-end overseas talents. Meanwhile, renewed effort will be made for policy innovation and the deepening of reform and opening up.


Cai Xin told that they will strengthen the publicity of the “Talent Gathering Program of Entry and Exit in Shanghai (2017~2021)”. “Next, we will launch publicity campaigns in expats-intensive communities, foreign-related enterprises and institutions. We have also established special windows in the document application hall of applying documents to help foreigners know about our policy and how to apply for documents.” In recent years, the Shanghai Municipal Party Committee and the Shanghai Municipal Government have introduced several more positive, opening and effective talent policies. Facing the new situations and tasks, the government finds it a pressing and important task how to accelerate the policy implementation and, in particular, how to enhance the transparency and precision of policies.


Cheng Zhengdong, Director of the Talent Service Center of Shanghai Municipal Administration of Human Resources and Social Security, told our reporter that in the grand research, they discovered that many enterprises and talents hoped to know more about Shanghai’s policies of human resources and talents. “Originally, we also did training and publicity, but it is a common phenomenon that there is great mobility in the field of human resources services. Some HR personnel may job-hop relatively quickly upon our training. For this reason, many enterprises and talents are still not familiar with our policies.” To help enterprises and talents know about the talent policies in Shanghai, the Talent Service Center of Shanghai Municipal Administration of Human Resources and Social Security launched a publicity campaign named “Meiyuan (Beautiful Garden) Lecture Room”.


Shanghai Municipal Administration of Human Resources and Social Security plans to organize thirty “Meiyuan Lecture Room” lectures on Meiyuan Road, and aims to offer training to 2,500 people in over 1,200 medium-sized and large enterprises and public institutions in the city.


Since the opening of the first “Meiyuan Lecture Room” in March, the city has run 12 large-scale training sessions on talent policies for over 500 person times in over 200 enterprises and public institutions in Shanghai.


Construction for the Talent Service Center of Shanghai Municipal Administration of Human Resources and Social Security, a special service window for high-end talents, is due to kick off in July, according to Cheng Zhengdong. “Next, we will strengthen publicity on policies related to the development of high-end talents and offer more people-friendly services to talents under new policies. In this way, high-end talents and their project operation and maintenance teams will get to know more about our new policies and services.”
