Located on the converging point of Shanghai-Nanjing and Shanghai-Hangzhou
developing axes, Changning District is Shanghai’s “west window” to the Yangtze
Delta, and one of its downtown areas. The Hongqiao International Airport in its
southwest composes Shanghai’s Asia-Pacific hub airports planning. With
transportation network comprising elevated roads, metro, outer-inner circles,
incity transport and freeway to Nanjing and Hangzhou, the District boasts a
congregation of passengers, logistics, information and capital.
Development of Hongqiao is the key to the District’s 11th 5-year Plan. Its
influence on Shanghai’s development structure can be enhanced by leveraging and
balancing the function, expansion of the three major economic zones, developing
itself into an international business district, encouraging service industry and
the radiation of Hongqiao’s transportation network. Meanwhile, function
advancement is the guideline of the District’s 11th 5-year Plan. By boosting its
over-round service capacity, especially of international trade and business, its
comprehensive competitiveness will be strengthened. All this will in turn
improves its industry level, environment quality and public service.
“Digital Changning” is a strategic measure of the District’s 11th 5-year
Plan. As an embodiment of the policy of invigorating the city through science
and education, “Digital Changning” requires to give information to full play in
the economic and social filed as well as the city and society management field,
by enriching its connotation and inspiration. With the aim to become an
“International District”, it will exert its competitive edges in international
trade, business and residence, and promote mechanism innovation to meet the
international service standard. It is reported that the District’s 11th 5-year
Plan aims to establish the Hongqiao International Business Center, make itself
into a leading info-based district and a hub for Shanghai to serve the Yangtze
Delta and even the country by leveraging the advantages in international trade
and business, and lay a solid foundation of developing itself into a modernized
international district.
