Objective

The Zhongshan Park Area is one of the three largest economic zones in Changning District. The area, with Zhongshan Park as the core and a land area of 1.14 square kilometers, stretches eastward to Huayang Road and Anxi Road, southward to Anhua Road, westward to the Inner-Ring at west Zhongshan Road, and northward to Wanhangdu Road, radiating to Jiangsu Road in the east, Yan’an Road (W) in the south, the Inner Ring in the west and Suzhou River in the north.

Orientation

The function orientation of the Zhongshan Park Area during the new round of development includes commerce, entrainment and digitalization. Led by modern business and multi-media industry, it will develop itself into a commercial center in western Shanghai, integrating the functions of commerce, entertainment, culture and residence. The function orientation happens to meet with the deployment of “making the Zhongshan Park Area and Jiangwan Wujiaochang as the commercial centers of Shanghai” in the “Eleventh Five-year Commercial Development Program” for Shanghai. According to the Plan, the newly-built commercial center, Zhongshan Park Area, will take the advantage of Metro-Lines as transportation hub and super shopping malls as support, be equipped with new hotels, cultural entertainment spots and public service facilities, and finally form a business center in western Shanghai, with modern commercial features.

The function orientation and development plan create new opportunities for the advancement of the Zhonghan Park Area, and a new round development will integrate Shanghai into the blueprint of a center of modern service industries. With the guide of “function orientation”, the Zhongshan Park Area will put on brand-new appearances.

Function

After more than ten years’ development, the Zhongshan Park Area has developed itself into an integrated and prosperous area with multi-functions such as commerce, business, residence, education, administration and entertainment.

Traffic

The Zhongshan Park Area is one of the most important traffic hubs in Shanghai, with 29 bus lines starting and passing the area, Metro lines No.2 and No.3 crossing each other in a shape of T at the area. The daily passenger flow is 306,400 person-times. After the completition of the westward extension of Metro Line 2 in 2006, it will be cross-connected with Metro Line 3, and the volume of passenger flow is expected to exceed 600,000 person times.

History

   

The Zhongshan Park Area has a long cultural history. Zhongshan Park is one of the most famous concession parks in contemporary Shanghai, formerly known as Jessfield Park, enjoying a history as long as nearly one hundred years. St. John’s University, northward to Zhongshan Park, used to be a famous Catholic university in contemporary China, and is now East China University of Political Science and Law. The old villa-garden houses along Yuyuan Road to the east and the south of Zhongshan Park, have been listed among those the twelve historical feature blocks for special preservation on municipal level. The old park and the old villa-garden housea have witnessed the joys and sorrows of the Zhongshan Park Area.

Three Communities of Modern Service Industry

Special Commercial Street—Dingxi Road

 
Featured by entertainment and fashion, Dingxi Road plays an indispensable and ‘supplementary’ role in the formation of a special business street with specialty shops, exclusives and name-brand shops in the Zhongshan Trading Area. The planned area of this special commercial street runs about 600m in length from Yuyuan Road to Wuyi Road, of which the first-stage development aims mainly at the replacement and reconstruction of some shops of traditional trades from Yuyuan Road to Anhua Road (300m in total length).


An adjustment stage commenced in March 2005, and attraction of investment in new industries and sectors was also under way in the meantime.  The first 10 brand shops and franchised stores settled down in this special commercial street Dingxi Road in October 2005.

Cultural & Artistic Entertainment Street—Yuyuan Road

 
Yuyuan Road is one of the 12 street communities of modern historical features for special conservation, as officially decided by the Municipal Government. It is also listed among the 20 business-travel-culture streets that are planned to be constructed in the ‘11th-fiveyear’ Shanghai Commercial Development Program. The development of Yuyuan Road should proceed on the basis of ‘Conservation First’, so as to unveil once again the historical features of those western-styled houses along the road. With the basis of conservation assured, business development should be considered with reference to the various characteristics and concept of multiple development of Yuyuan Road into a commercial street combined with culture, art and entertainment.

Organized by the Development Office of the Zhongshan Park Area, Changning District, the relevant authorized organizations are currently making a general plan and working out applicable proposals. Development of Yuyuan Road into a cultural, art and entertainment street is an important interpretation of “entertainment” function in this Area, which consists of a group of modern entertainment styles as combined with green entertainment, multi-media, fashion & shopping, movies, music concerts etc.

Multi-media Industry Corridor—Kaixuan Road (Industry Street)

In view of the local sectors and their current status quo of the Zhongshan Park Area, the R&D Center of the municipal government has, in its “Subject Study Report on Functional Development in the Area of Zhongshan Park”, made a plan for the development and construction of three modern service streets in this Area, which are: Kaixuan Road Multi-media Industry Corridor (Sector Street), Dingxi Road Special Commercial Street, and Yuyuan Road Cultural & Art Entertainment Street.

 

The Kaixuan Road Multi-media Industry Corridor, 2.6km in length, starts from the Multi-media Life Square (1127 Changning Road) in the North and ends at the crossroads of Hongqiao Road and Kaixuan Road in the South. . — Shanghai Multi-media Industry Park, the first domestic multi-media industry base, has settled in the multi-media life square, having attracted over one hundred multi-media enterprises to join in, including Dell Company, Global Digital Creation, Cosmmo Creation Inc. and Shanghai Foremost Multi-media. In addition, professional multi-media institutions, such as Shanghai Multimedia Industry Association (SMIA), Shanghai Committee of On-line Games, Multi-media Research Center of Fudan University as well as Shanghai IC Card Industry Association etc. have now made their entry into the Park.

Relying on the agglomeration effect of Shanghai Multi-media Industry Park, the Kaixuan Multi-media Industry Corridor has made an overall adjustment of the factory buildings and shops along the street, attracting renowned domestic & overseas multi-media and related enterprises to enter into the Park and forming an incubation base for digital media R&D, animation comic games, movie effects production, digitalized entertainment, network communication, IT soft-/hardware development, its maintenance and application. Being a most important component part of Shanghai Multi-media Industry Park, it has become a focus of influential multi-media ICPs and product businesses of Shanghai, and various parts of the country as well.  In the process of the multi-media industry development, environmental improvement has also been carried out along the Shanghai Pearl Line in an effort to make Kaixuan Road the first tourist sight in Shanghai that incorporates green with multi-media landscape.

  
Pursuant to the implementation targets of “Three-year Development Action Plan for a Multi-media Industry Corridor along Kaixuan Road (2005-2008)”, the basic goals for the year 2005 are to form bright spots at the root and improve its image on the surface. By the end of August 2005, five buildings (industrial factory buildings included) along this road had entered into the stage of reconstruction, renovation or sector adjustment. The reconstruction of another two factory buildings has also been placed under consideration.  It is estimated that the reconstructed building areas will have reached about 30,000m2 by the end of this year, amounting to approximately 30% of all the exploitable resources around this area.

Brief Introduction of the Development Office of Zhongshan Park


In order to accelerate the development of economic & social causes, the District Function Development Leadership Group of Zhongshan Park Area of Changning District (also known as “Development Office of Zhongshan Park Area”) was established under the instruction of the Changning District Government in May, 2004, designed to co-manage the planning and construction of this Area. The Office is located at 1139 Changning Road. Mr. Chen Chaoxian (Head of the District Government) acts concurrently as the leader of the group and Ms. Zhao Huiqin (Deputy Head of the District Government) as the deputy leader. The Development Office has an administration office under it, with Mr. Zhu Hui working as the office director and Ms. Shen Qunhui, the deputy office director. Being a representative structure of the District Government, the Development Office of Zhongshan Park Area performs the following specific functions: leadership, coordination and promotion in the implementation of development planning, construction projects and the related matters in the Zhongshan Park Area, as well as providing authentic and reliable information for the District Government and District Committee as basis for their decision-making.
