Zhao Huiqin, Deputy Chief of Changning District Government, is in charge of Construction and Communications Commission (Urban Management Supervisory Acceptance Center and Urban Management Command Center), City Landscaping and Appearance Bureau (Urban Management Law Enforcement Bureau and Urban Management Brigade), Environmental Conservation Bureau, Planning and Land Bureau, House Administration Bureau, Civil Defense Office and Linkong Office, assisting in the management of the district Legal Affairs Office.

Gao Yun, Deputy Chief of Changning District Government, is in charge of the District Development and Reform Commission (Statistical Bureau, Price Bureau, and System Reform Office), Commercial Commission (Economic and Trade Commission, Tourism Bureau, Grain Bureau, and Investment Promotion Office), Science and Technology Commission (Information Commission, Intellectual Property Right Office, and Seismological Office), Cooperation and Exchange Office, Industrial and Commercial Sub-bureau, Hongqiao Office, responsible for assistances to the regions including Yunnan, Tibet, and Xinjiang, and also for work contacts with Science and Technology Association.

Zhou zheng, Deputy Chief of Changning District Government, is in charge of the district Public Security Sub-bureau (Population Office), Justice Bureau, Work Safety Supervision Bureau, Quality Control and Supervision Bureau, and Emergency Office, responsible for assistances in the management of Complaints Acceptance and Handling Office, Safety Sub-bureau, and Comprehensive Administration Office, and for work contacts with Military Affairs Office.

Zou Longfei

Zou Longfei, Deputy Chief of Changning District Government, is in charge of the district Population and Family Planning Commission, Education Bureau, Health Bureau, Cultural Bureau, Sports Bureau, Food and Drug Supervisory Administration, Office for Women and Children, Civilization Office, Office of Patriotic Health Campaign Commission, and Cultural Market Law Enforcement Brigade, responsible for work contacts with All-China Federation of Trade Unions, Communist Youth League, and Women's Federation.

Lu Jiye, Deputy Chief of Changning District Government, is in charge of the district Civil Affairs Bureau (Social Group Bureau and Working Committee for the Elderly), Community Office, Neighborhood Committees, Township (Agricultural) Affairs Office, Disabled Association, assisting in the management of Human Resources and Social Security Bureau (Civil Servants Administration), Ethnic and Religious Affairs Office, Overseas Chinese Affairs Office, and Taiwan Affairs Office, and also being responsible for work contacts with Archives Bureau.
